I will say Helen in a 4-2-0 vote.
If it comes to 3-3 I think the tie breaker votes from the other finalists will produce a Helen win too as Brian most likely voted for Helen and Helen for Brian. In this case Penny's vote (I would hope Helen) wouldn't matter anyways.
I think Penny finished strong too and I wouldn't be upset if she won, I just think Helen argued her point better overall.

This is purely surface level, but, it seems like he only has himself to blame for losing, he needs to lighten up a bit.

I think Erin and Daniel might vote for Penny and the rest vote for Helen, Brian is just the random third person who get's no vote.

Just speculation but, I think that Rob hates that Penny got the best of him.
